Make webhook consumers safe against duplicate delivery

Webhook providers may retry deliveries after timeouts or uncertain responses, causing duplicate side effects.

Use a stable provider event identifier or deterministic delivery key and persist processed-event state atomically with the side effect when practical. Repeated delivery should become a successful no-op or return the original result. Verify webhook authenticity independently; signature verification and duplicate suppression solve different problems.
