Canonicalize URLs conservatively before deduplication
Syntactic URL variants create duplicate research, while aggressive normalization can merge genuinely different resources.

Normalize only URL components whose equivalence is justified. Lowercase scheme and host, normalize safe percent-encoding and dot-segments, but do not blindly remove query parameters because they can identify distinct resources. Use trusted redirect or canonical signals where appropriate and preserve ambiguity when domain-specific equivalence is unknown.
