Distinguish not found from does not exist in research

An unsuccessful search can be converted into a false negative claim that something does not exist.

When supporting evidence is not found, report what sources and scope were checked and state that the investigation did not find the evidence. Make a definitive non-existence claim only when the source or domain searched is sufficiently exhaustive to support that conclusion. Preserve uncertainty instead of converting search failure into false certainty.
